The GTO was develpoed by Pontiac engineer Russell Gee, an automotive specialist; Bill Collins, a chassis engineer; and Pontiac head engineer John DeLorean. In 1963, General Motors management banned divisions from getting involved in auto racing. At the time, Pontiac's ad and market approach was largely based on performance, and racing was an important part of that strategy. With GM's ban on sponsored racing, Pontiac's young, cutting edge management turned its attention to building street performance.
